What is this type of sound?

Wind is harder than it looks, because it can't have rhythm. The moment you hear a periodic rise and fall, you know it's a loop, not real wind. So both Tremelo and Vibrato have to sit near 1 Hz.

Tremelo Frequency 1.2 Hz, Vibrato Frequency 0.8 Hz — neither above 3. Low Pass Alpha 0.12. Length 4 seconds or more; shorter seams show. Noise Change Range at 1500 lets it drift on its own. If you want gusts, layer two versions, one slower and one slightly faster, but never give them the same parameters — otherwise they sound like a choir.

Listen in context. A sound that works well on its own may behave differently when music, voice, animation and other effects are playing. Test the final version where it will actually be used.
